Bill concentrates his practice in all aspects of municipal and land use law. Prior to joining the firm, Bill served as corporation counsel for the City of South Portland and as assistant city solicitor for the City of Bangor. He has also served as acting corporation counsel for the City of Portland and as acting corporation counsel for the City of South Portland. He has been selected for inclusion in the latest edition of The Best Lawyers in America for Administrative Law, Land Use & Zoning Law and Municipal Law.
Bill is a graduate of the Johns Hopkins University (1972), where he majored in Urban Affairs, and the University of Maine School of Law (1975). He is past chairman of the Maine State Bar Association Municipal Law Section and former state chairman for the National Institute of Municipal Law Officers. He has served as a South Portland City Councilor and Mayor. He lives in South Portland with his wife; their two children have “flown the coop” to live in Seattle and New York City.
